The head of Crimea, Sergei Aksyonov, said that after referendums on joining Russia were held in the LPR, DPR, Kherson and Zaporozhye regions, the “point of no return” would be passed. According to him, if these territories become part of the Russian Federation, the Russian army will actually conduct not a special military operation, but a “counter-terrorist operation on its territories.”

In 1999, the counter-terrorist operation (CTO) regime was introduced on the territory of the Chechen Republic. By decree of Boris Yeltsin, a united group of troops was created in the North Caucasus. The counter-terrorism operation regime was abolished in April 2009.

The regime of the counter-terrorist operation is introduced by the head of the FSB of Russia. When carrying out counter-terrorist operations in vast territories, the head of the FSB notifies the president and prime minister. With the introduction of the CTO regime, they can restrict the sale of weapons, dangerous substances, drugs, medicines and alcohol. Also, the authorities can exercise control over the exchange of information and disable communications.

Referendums on joining Russia in the Kherson and Zaporozhye regions of Ukraine were recognized as valid on September 25, referendums in the Luhansk and Donetsk People’s Republics – on September 24. A referendum is recognized as valid if more than 50% of voters come to it. Voting will last until September 27th.
