All parliamentary parties have begun preparations for the September 2023 legislative elections in the new Russian regions. Despite the fact that martial law is currently in effect in these territories, during which elections are not legally held, the parties proceed from the fact that the election campaigns will take place and are preparing to form lists of their candidates. According to party members, they do not have any particular problems in the process of preparing for these elections.

United Russia is preparing for the 2023 election campaign in all four new regions, Sergei Perminov, deputy secretary of the party’s general council, told Kommersant. “We believe that the elections will be held in accordance with the current federal law – September 10,” he said. According to United Russia, the party is “preparing for a highly competitive preliminary selection of candidates (it takes place in the form of intra-party primaries.— “b”)”. Mr. Perminov did not specify exactly what model the primaries would be based on and whether federal politicians would be included in the lists, promising only that the procedure would be public. It should be noted that, although the main part of the lists of candidates from United Russia is indeed formed according to the results of the primaries, the governing bodies of the party have the right to make their own adjustments to the head parts of the lists in order to include well-known politicians who can play the role of “locomotives”.

The Communist Party also believes that the elections will take place. “The forecast for the development of hostilities is rather slippery, however, we will proceed from the realities that exist. We are preparing for the elections,” says the head of the press service of the Communist Party, State Duma deputy Alexander Yushchenko. According to him, the Communist Party of the Russian Federation does not have the task of “saturating the territories with federal figures,” but the party has curators of these territories from among the current State Duma deputies. “The formation of personnel should come from personnel who will work in the field. Moreover, there are people who, among other things, went through hostilities,” the deputy explains.

Senator Sergei Bezdenezhnykh, who oversees the new regions in the Just Russia – For Truth (SRZP) party, assured Kommersant that the Social Revolutionaries “naturally will take part in the elections in all four” new subjects, although “at the moment, the main thing for the party is not a political race, but assistance to these regions, both humanitarian and in matters of integration.” “We are focusing on local personnel, and whether they will be involved (in the lists of candidates.— “b”) federal figures – we will decide closer to the elections, when the time for nomination comes up,” the party member explained, recalling that “many members of the central council of the SRHRP are involved in work in new territories and have been helping Donbass since 2014.” As for the process of forming regional branches of the SRHR in new subjects, it will be completed “in the near future,” the senator promised: “We will decide and submit candidates for the presidium’s approval for the positions of chairmen of the councils of regional branches in Kherson and Zaporozhye regions.”

In the Liberal Democratic Party, preparations for elections in new regions have begun, but candidates have not yet been selected, but are only “looking at it,” Alexei Didenko, deputy head of the party’s central apparatus, told Kommersant. He has no doubt that the armed forces of the Russian Federation “by September will have success”, which will contribute to the successful conduct of election campaigns. According to the party member, candidates for deputies of legislative assemblies from the Liberal Democratic Party will be selected from among the members of the party and its supporters, as well as volunteers who “work with the population”: provide legal assistance, participate in restoration work.

Of the four regions, the LDPR does not yet have a branch only in the Kherson region. “At the moment, there is a difficult situation there, which is not conducive to the grand opening of offices. But even there it will be opened sooner or later,” Alexander Dyupin, head of the party’s press service, told Kommersant. “There are no problems with candidates. People are drawn to us because they remember very well which Russian party has been talking about defending Russians in the former Soviet republics for decades,” Dupin added.

A Kommersant source in the New People party notes that the best situation for the party is now in the DPR, where it has enough activists, so there will be no problems with candidates. There are no particular difficulties in the LPR, the interlocutor notes: “There we are still choosing a supporting figure for secession, and the configuration of candidates will depend on it, but in general there are no concerns. There are assets: those with whom we worked in the area of humanitarian aid, and local businessmen who are actively joining us in the area of business and integration into the Russian legal field.” The New People does not yet have branches in the Zaporozhye and Kherson regions, and what to do with the lists of candidates in these regions is not yet clear, the source admits. But he recalls that the absence of branches is not an insurmountable obstacle to the nomination of lists – this can be done by decision of the federal bodies of the party. At the same time, Kommersant’s interlocutor does not have the feeling that only United Russia dominates in the new regions: “People are very active, so we do not expect problems with filling in the lists.”

Recall that martial law is in force in all four new regions, and, according to the law “On Martial Law”, elections are not held under such conditions. Vedomosti previously reported that the presidential administration is still looking for ways to hold elections in these constituent entities of the Russian Federation, including considering the possibility of legislative changes. At the same time, two Kommersant sources close to the presidential administration believe that there are other options for solving this problem. “You can correct the decree (on martial law.— “b”). For example, to leave martial law only in the unliberated territories,” one of the interlocutors explains.
