About 300 bills: United Russia sums up the results of the autumn session

The main areas of work were: providing social guarantees for Russians, supporting Northern Military District soldiers and patriotic programs

Representatives of the United Russia party sum up the preliminary results of the year. Over two sessions, deputies introduced about 300 bills for consideration by the State Duma, of which over 100 were in the autumn session. The largest event was the adoption of the budget for 2024-2026. It contained funds for the implementation of the instructions of the President, the people’s program of the party, the fulfillment of the social obligations of the state and ensuring the security of the country.

According to the deputy head of the United Russia faction, Andrei Isaev, on the approach to the plenary meeting during the autumn session, a number of social decisions were made. For example, an increase in the minimum wage from January 1, 2024 by 18.5%, annual indexation of unemployment benefits. An employment law has been adopted, changing the principle of operation of employment services, which will both support unemployed citizens and help those who want to obtain additional qualifications or change their career profile. In addition, a long-term care program for people with disabilities has been launched.

“The long-term care program for disabled and elderly people that exists now and existed as a pilot in 30 regions will be extended throughout the country. A social contract system will begin to operate in new regions. We continued to work on modernizing employment services – additional funds have been allocated for this. This year, 550 employment centers were modified in 17 regions, and in another 12 regions, modernization will take place next year,” Isaev said. In turn, the first deputy head of the United Russia faction, Dmitry Vyatkin, shared the results of assistance to the Northern Military District soldiers and members of their families this year. Thus, within a year, United Russia ensured the adoption of about 80 laws to support them. At the initiative of the party, the circle of special operation participants who can receive the title “Combat Veteran” was significantly expanded, and support measures for fighters were added. The circle of recipients from among family members has also increased – benefits, payments, compensations, and the rights to pensions have been preserved.

“In the area of ​​housing rights, we exempted the participants of the special operation and their family members from the accrual of penalties and fines for housing and communal services. In the field of finance and credit, credit holidays were introduced and the possibility of applying to guarantors from among family members was expanded. We retained the right to jobs, including on fixed-term employment contracts. We have established additional guarantees in education, the possibility of priority, extraordinary admission to universities, and provision of places in schools and kindergartens for children,” said Dmitry Vyatkin.

The head of the State Duma Committee on Education, Olga Kazakova, spoke about which party bills were aimed at developing education. She recalled that the party provided funding for the school overhaul program in the budget, and also adopted laws regarding the education and development of useful skills among schoolchildren.

“We introduced the lesson “Fundamentals of Security and Defense of the Motherland.” It includes both patriotic education and basic military training. Labor education was introduced. We bring back the lesson of labor. We launched early career guidance for high school students. And already from September 1, all schools have a class hour where children from the sixth grade will be introduced to professions,” Kazakova clarified.

“We have received several generations, among which there are many people with a distorted perception of the Motherland, with a lack of a sense of solidarity. This is the result of neoliberal education reform, which has not yet been overcome. The innovations that we are seeing provide an opportunity to change the worldview and, in many respects, the behavior of our fellow citizens. How are labor lessons different from technology lessons? Labor lessons focus on creation. Fundamentals of security and defense of the Motherland – this subject can be considered the beginning of the restoration of military training lessons. What we need is not an egocentric citizen who argues that the Motherland is where he “got to sleep,” but who understands that Russia is his country, that he must defend it, that his creative activity is here,” commented the director of the Institute of New society Vasily Koltashov.

In addition, at the initiative of the party, the budget for 2024-2026 provides funds for the implementation of programs for the construction and renovation of schools, clinics, and hospitals. The party introduced a number of amendments to the financial document, increasing spending on the social sphere, support for education and science, rural development, and ensuring technological sovereignty.
