Of the budget loans to Russian regions, about 1.6 trillion rubles. are undergoing restructuring. A third of the debt will be repaid according to existing schedules, two thirds will be postponed from 2025–2029 to 2030–2039. These two-thirds can be written off when the released funds are reinvested.

First Deputy Minister of Finance Leonid Gornin spoke about the restructuring at a round table in the Federation Council, according to message Ministry of Finance of the Russian Federation. The 1.6 trillion rubles that fall under restructuring do not include infrastructure and treasury loans issued for 15 years, as well as funds for advanced financing.

It will be possible to write off part of the debt if this freed-up money is reinvested in modernizing the housing and communal services infrastructure, relocating emergency housing, and also in new investment projects when certain results are achieved. If the money is not reinvested or certain results are not achieved, the funds will need to be repaid in 2030–2039.

Write off two-thirds of regions’ debt on loans instructed President Vladimir Putin at the end of February. According to him, this will allow the regions to save more than 200 billion rubles. annually from 2025 to 2028. The President noted that the money should be directed to targeted projects and infrastructure investments.
