This is supposed to be achieved through long-term preferential mortgage programs, reducing mandatory procedures in construction and reducing the number of budget unfinished projects.

The White House approved the Strategy for the Development of the Construction Industry and Housing and Public Utilities until 2030. This comprehensive document covers housing, transport, infrastructure and industrial construction. As Prime Minister Mikhail Mishustin noted at a meeting of the Cabinet of Ministers on October 26, the task of the strategy is to “systemically transform” the industry (including through its digitalization), as well as to ensure the achievement of national development goals – in particular, the growth of annual housing commissioning to 120 million sq. m by 2030.

It is planned to reach such commissioning rates in 2029. This year, the number of “squares” is expected to be at the level of last year – about 92.6 million square meters. m.

If the plan for this year is not updated, this will indicate a slowdown in the rate of housing commissioning in the fourth quarter – in January-September, 79 million square meters were commissioned. m, which is 26.5% more than last year’s values, but in September the indicator was “in the red” for the first time in a year (a decrease of 8% against September 2021).

To increase the volume of commissioning, the authorities plan to shorten the investment and construction cycle (in particular, by reducing the number of mandatory procedures from the current 100 to 32), link construction with the development of building materials production by supporting this area and controlling cost growth, and also increase the urban planning potential of the territories – with current 387 million sq. m to 469 million sq. m in 2030.

It should be noted that in the report presented in the summer on the draft strategy (see “Kommersant” dated June 21) it was said that in order to achieve the target 120 million square meters. m of housing commissioning is necessary so that by 2027 the urban development potential will reach 500 million square meters. The measures to increase the indicator are the involvement of new plots in circulation, the provision of housing construction with infrastructure (in particular, through infrastructure bonds and budget loans), the development of integrated development of territories and the stimulation of individual housing construction (this sector, we note, now provides more than half of the housing ).

A special role, Deputy Prime Minister Marat Khusnullin noted on Wednesday, is given to mortgages in the strategy in connection with the task of ensuring the availability of housing for two-thirds of Russian families.

Here, “long-term implementation” of mortgage programs with state support is promised – this is apparently due to a reduction in the mortgage activity of citizens. According to Marat Khusnullin, the growth of the mortgage portfolio for the three quarters of 2022 amounted to 1.29 trillion rubles, which is about a third less than it was a year earlier, while the bulk of the growth is provided by preferential programs.

The total cost of the strategy is estimated at 150 trillion rubles. until 2030 – while most of the costs, Marat Khusnullin explained, will come from private funds; and other revenues from the industry in the amount of 30 trillion rubles. In terms of budget expenditures – the implementation of the federal targeted investment program (FTIP) in the amount of 4.7 trillion rubles. until 2027, which the authorities consider as infrastructural support for the construction industry.

Among the tasks is to halve the number of unfinished objects (there are about 64 thousand of them now).

To this end, it is planned to further “concentrate” the powers to build budget facilities. Thus, according to Marat Khusnullin, it is proposed to transfer (in agreement with the supervising vice-premiers) new facilities to the “Single Customer in the Construction Industry”, which is now completing problematic construction projects, and transport facilities – to the customer of the Ministry of Transport, “Rostransmodernizatsiya”.
