A quarter of families spend maternity capital on monthly benefits

A quarter of Russian families receiving maternity capital prefer to spend it on receiving a monthly payment in connection with the birth or adoption of a second child, follows from Rosstat data. Families have been able to direct payments for these purposes since 2021 after amendments to the legislation. In 2022, 327,176 recipients of maternity capital chose this form of subsidy (316,692 a year earlier).

The payment of benefits at the expense of the mother’s capital is assigned to families with incomes below two regional subsistence minimums (PM) per person per month. You can receive it until the son or daughter is three years old, its amount is one regional PM per child. Previously, low-income parents could make a monthly payment from maternity capital only in connection with the birth of their second child. Starting this year, the allowance can be received regardless of the order of birth of children.
