A project has been submitted to the State Duma that would allow private security to shoot down UAVs at fuel and energy facilities.

A bill was introduced to the State Duma by the working group on SVO, which expands the powers of employees of a private security company in the territories of the fuel and energy complex (FEC), and also includes airspace in the security zone of the FEC. If the bill is adopted, private security company employees will have the right to shoot down drones in the security zone of such facilities.
One of the authors of the initiative, Senator Andrei Turchak, explained that since the beginning of the Northern Military District, fuel and energy complex facilities have more than once become targets of drone attacks. “In the first half of the year alone there were about fifty such incidents,” Mr. Turchak emphasized in his Telegram channel.
According to current legislation, requirements for the protection of the fuel and energy complex are not regulated by the federal law “On Combating Terrorism,” which means that security officers cannot resist sabotage, as stated in the explanatory note. “Our bill will correct this situation,” the senator noted.
Now law enforcement officers and employees of private security companies are allowed to shoot down UAVs at facilities with high requirements for anti-terrorism security. In July 2023 there was also accepted a law that allows security forces and private security companies to suppress the use of not only unmanned aerial vehicles, but also unmanned vehicles and robotic systems of ground, underground, and water types.
