The Crimean authorities have found a buyer for almost 24 hectares in Feodosia; the site previously housed the Gidropribor plant. The asset was acquired at the auction by the Rossiya Bank structure. Almost ten years ago, it was planned to build an elite tourist complex with a marina on this site. If this project is revived, then, according to experts, its implementation will require over 7 billion rubles.
Southern Project LLC in mid-October bought 100% of the shares of Dvukhyakornaya Bay OJSC from the Crimean Ministry of Property, as follows from the materials of the GIS “Torgi”. The transaction amount was 262.5 million rubles. at an initial price of 250 million rubles.
According to Kartoteka.ru, 99.9% in the Southern Project belongs to Rossiya Bank, the main owner of which is Yuri Kovalchuk. The bank did not respond to Kommersant’s request. The ministries of the resort and property and land relations of Crimea could not clarify to Kommersant what project the new owner plans to implement, advising them to contact him for clarification.
On the balance sheet of the “Dvukhyakornaya Bay” there are about 24 hectares and buildings with a total area of 41.2 thousand square meters. m in Feodosia between the village of Ordzhonikidze and Cape Kiik-Atlama. Previously, the Gidropribor plant operated here. Now, judging by the data from the Yandex.Maps service, there is also a paid beach. Managing partner of the Meta group, Maxim Leshchev, believes that due to its convenient access to the sea, the site is suitable for both logistics facilities and a tourism project.
Kommersant’s sources in the Crimean real estate market note that, most likely, the territory will be used for a recreational project. According to them, plans to build an elite yacht club on the site of the former Gidropribor plant were previously discussed. This concept, indeed, was previously presented by the New Crimea Foundation for Special Humanitarian Projects. It involves the construction of a marina for 250 yachts, a hotel with 200 rooms, 60 cottages and related infrastructure. The fund explained to Kommersant that the concept was developed in 2014–2015 and now its prospects are not entirely clear.
According to estimates from the founder of Ivashkevich Hospitality, Stanislav Ivashkevich, the volume of investment in such a project could reach 7 billion rubles. without taking into account the infrastructure for the yacht club itself, since the costs for it greatly depend on the existing technical conditions. The expert considers the idea itself promising: “In Russia there are about 10 thousand individual boats, which many have nowhere to store.”
Vice-President of the Association of Tour Operators of Russia (ATOR) Sergei Romashkin calls Feodosia a popular location in Crimea, accounting for 15–20% of the tourist flow to the peninsula. But the city itself, according to him, does not have a developed infrastructure, losing to Sevastopol and Balaklava, where a yacht marina now operates. The expert also draws attention to frequent storms and the possibility of the Black Sea freezing in winter in the Feodosia area.
According to Mr. Romashkin’s calculations, over the past two years, the tourist flow to Crimea has decreased by about one and a half times due to the limited operation of the local airport and negative news related to the Russian military operations in Ukraine. By the end of 2023, the tourist flow to Crimea will be about 4.5 million people, the expert predicts. “On the one hand, there is a shortage of high-budget accommodation facilities in Crimea, but on the other hand, due to the lack of air service, wealthy tourists rarely come to the peninsula,” explains Sergei Romashkin. According to him, now the bulk of vacationers in Crimea are middle-income people who travel by car, and three- to four-star hotels are in demand among such tourists.
