Manufacturers of Russian memory disks (SSD drives) are asking the government to freeze indefinitely the required number of points to recognize a disk as domestic. From the beginning of 2024, the requirement for the number of points should increase from 25 to 55. This level can only be achieved by using a Russian controller, which does not exist, manufacturers say. The controller developers claim that they will release competitive Russian components to the market in 2025.

“Kommersant” has read the letter from the Association of Enterprises in the Field of Radio Electronics, Information Technology, Digital Innovation and Engineering (which unites GS Group, JSC NPO TsTS, LLC Tsifra, etc.) to the Ministry of Industry and Trade and the Ministry of Digital Development dated November 1 with a request to freeze the required number of points for inclusion of Russian SSDs (a data storage device that, unlike a HDD hard drive, uses non-volatile flash memory) in the register of the Ministry of Industry and Trade as part of government decree No. 719. Now the number of points that SSD drives need to score to be “Russian” is 25, from January 1, 2024 – 55.

According to the association, at the moment domestic SSDs score 27 points, however, without Russian microcontrollers, which are estimated at 30 points but are not on the market in the required volume, Russian SSDs may disappear from the register.

The Ministry of Industry and Trade confirmed receipt of the appeal and stated that it is being considered jointly with specialized manufacturers and industry associations. The Ministry of Digital Development reported that they received the request and are analyzing it.

Government Decree No. 719 “On confirmation of the production of industrial products on the territory of the Russian Federation” obliges electronics manufacturers to meet the required number of points awarded for Russian components in order to enter the register of the Ministry of Industry and Trade. The maximum number of points is given by the presence of a domestic processor, but market participants propose abandoning this norm (see “Kommersant” on April 20).

In the existing points system, access to Russian developers of electronic components to production at factories in Taiwan was open, recalls Fedor Boyarkov, vice president for production development at GS Group (which also produces SSD drives). According to him, it is possible to score the required number of points based on the requirements of government decree No. 719 from 2024 only by using a Russian microcontroller or by simultaneously installing a domestic printed circuit board and 90% of the electronic component base. “None of the options can be implemented now. Now Russian controllers for solid-state drives are special products, and the available range of Russian components does not allow manufacturers to reach 90%,” he notes.

It is possible to postpone the increase in points for disks, but not for more than one year, otherwise the motivation to develop the production of such controllers will disappear, says Renat Yusupov, vice president of Kraftway (produces PCs and controllers for SSD disks). “Russian developers and manufacturers of controllers will provide the market with SSDs that are competitive in price and quality by 2025,” he claims.

Executive Director of the Association of Electronics Developers and Manufacturers Ivan Pokrovsky points out that all domestic SSD manufacturers use imported memory chips. “If the controller is imported, then, in fact, all that remains is the localization of the SSD assembly. But for safety and technological independence, the contribution of development is more important than assembly,” emphasizes Mr. Pokrovsky.
