A law on the prohibition of partial mobilization for those who did not serve was submitted to the State Duma

A draft law has been submitted to the State Duma, according to which it is proposed to exempt from conscription for military service as part of the partial mobilization of citizens of the Russian Federation who “have not completed military service.” The document was introduced by the deputy of the Communist Party faction Mikhail Matveev.
In an explanatory note to the draft law, the deputy writes that Russian President Vladimir Putin, announcing partial mobilization, announced the priority call from the reserve of those Russians who “served in the ranks of the RF Armed Forces, have certain military specialties and relevant experience.”
“However, the reality turned out to be different,” the deputy notes and reports that “in many subjects, citizens were mobilized who did not serve and did not have the relevant experience.”
“As a result of these actions, large-scale returns of mobilized people took place,” Matveev adds.
He also refers to the legislation of the Russian Federation, pointing out that citizens recognized as partially fit for health reasons cannot be “in military service either by conscription or in the mobilization reserve regime on a contract basis.” At the same time, the president spoke about the need to sign such contracts as part of partial mobilization, the deputy notes.
“Formed legal conditions in the legislation <...> do not allow the possibility of recruiting for military service in the mode of partial mobilization of citizens who have not completed military service, – concludes Mateev. “Including those recognized as limited fit for military service.”
The parliamentarian also submitted a bill to the lower house of parliament for consideration, proposing to exempt candidates of sciences and doctors of sciences from partial mobilization. According to TASS, in both documents there are no official comments from the Cabinet.
