A draft on the simplified recognition of the military dead and missing was submitted to the State Duma

The coordinating parliamentary group on special operations has submitted to the State Duma a bill that reduces the time for recognizing the military dead and missing. This was announced by the head of the group, Secretary of the General Council of the party “United Russia” Andrey Turchak.
“The procedure for recognizing fighters as missing and dead will be simplified and significantly reduced in terms of time. It will no longer last for years or months. The relevant draft laws have been submitted to the State Duma by the Working Group on the issues of the SVO,” – wrote he is in his Telegram channel.
Turchak called the problem “very painful” for families who find themselves in such a situation. He noted that in the conditions of hostilities, confirmation of the death of a person is a long process, because of which the families of the victims can remain for a long time without the payments due to them and other measures of social support.
According to the current legislation, in order to recognize the death of a missing person, one must wait two years from the end of hostilities, Turchak recalled. The authors of the bill propose to recognize the death of a military man at the request of the commander who saw his death. If there were no witnesses to the death of a serviceman, then he will be recognized as missing in no more than six months. After that, relatives will be able to go to court to recognize the fighter as dead, Turchak explained.
He clarified that the document will apply to all cases from February 24, 2022. The changes will apply to military personnel, including those mobilized, who went missing or died during the hostilities in Ukraine. Turchak expressed hope that the State Duma would consider the bills “as quickly as possible.”
On December 20, 2022, Russian President Vladimir Putin signed a decree on the creation of a working group to ensure interaction between public authorities and organizations on the issues of mobilization, social and legal protection of citizens participating in the special operation and their families on December 20, 2022. The first meeting was held the same month.
In February, Turchak reported that the group sent report to the president. Today, he clarified that the report, among other things, reflected the issue of reducing the time for recognizing the military dead and missing.
