A draft on criminal punishment for the work of foreign NGOs without registration has been submitted to the State Duma

A draft law was submitted to the State Duma establishing criminal liability for the creation and participation in the activities of branches of foreign NGOs that are not registered in Russia. About it informs press service of the Duma commission to investigate the facts of interference of foreign states in the internal affairs of Russia.
“The relevant amendments were made jointly with our colleagues on the Commission on Combating Non-Intervention – deputies of all factions,” said Vasily Piskarev, chairman of the commission, head of the State Duma Committee on Security and Combating Corruption.
According to the bill, for participation in the activities of a foreign NGO unregistered in Russia, the violator will face administrative liability. For citizens, the fine will be up to 5,000 rubles, for officials – up to 50,000 rubles, and for legal entities – up to 100,000 rubles. It is clarified that foreign citizens will also have to pay a fine of up to 50,000 rubles, and they may face deportation.
Criminal liability is established for the creation of such an organization in Russia, as well as for a repeated violation regarding participation in the activities of such an NGO. The term of imprisonment in these cases will be up to three years.
In addition, the bill proposes a new ground for refusing to register a foreign NGO. The refusal of the Ministry of Justice may follow if a branch or representative office of a foreign NGO has already been excluded from the register of registered organizations for violating the law.
Amendments were announced by the Duma Commission on April 17. Then Piskarev noted that the very fact of the organization’s evasion of registration speaks of the intention to “engage in illegal activities.” As an example, he cited the German NGO Russia-EU Civil Society Forum, which was deemed undesirable in Russia.
April 21 Prosecutor General’s Office acknowledged unsolicited Japanese NGO Chisima and Habomai Union. Now the register of the Ministry of Justice of foreign and international NGOs, whose activities are recognized as undesirable in the territory of the Russian Federation, includes 83 organizations. The latest in this list was the Russia-EU Civil Society Forum.
