“In order to ensure security, protect the life and health of citizens, exercise and protect the electoral rights of citizens, the draft federal law provides that when elections are held on the territory of the constituent entities of the Russian Federation accepted as part of the Russian Federation, <...> the specifics of the implementation of certain provisions of the Federal Law “On the Basic Guarantees of Electoral Rights and the Right to Participate in a Referendum of Citizens of the Russian Federation” may be established by the laws of these subjects,” the explanatory note says.
March 26 government approved the draft law “On the Free Economic Zone in the Territories of the Donetsk People’s Republic, the Luhansk People’s Republic, the Zaporozhye Region and the Kherson Region”, it was decided to submit the document to the State Duma. As explained in the Cabinet, the bill regulates the functioning of the free economic zone (FEZ) and the activities of its residents in the territories of the DPR, LPR, Zaporozhye and Kherson regions. Another document, which was also approved by the Cabinet of Ministers, establishes tax incentives for SEZ participants, including income taxes, property taxes, as well as land plots, the report says.
On September 30, 2022, Russian President Vladimir Putin and the heads of the DPR, LPR, Kherson and Zaporozhye regions signed agreements on the annexation of the regions to Russia. Putin stressed that the inhabitants of the annexed territories “become citizens of the Russian Federation forever.” Referendums on the issue of joining the regions to the Russian Federation were held from 23 to 27 September. According to the results of calculations, 100% of ballots in the DPR and LPR supported joining Russia by 99.23% and 98.42% of those who voted, respectively, in Zaporozhye and Kherson regions – 93.11% and 87.05%, respectively.
