Draft Decree of the President posted for discussion
The order of entry and exit from Russia to Ukraine and from Ukraine to Russia is proposed not to be changed. The corresponding Decree of the President was prepared by the Ministry of Foreign Affairs of the Russian Federation, now it is being discussed.
The current procedure for crossing the Russian-Ukrainian border by citizens of both countries was established by an agreement on visa-free travel between Russia and Ukraine, signed in 1997. But on June 17 of this year, the Cabinet of Ministers of Ukraine issued a resolution, according to which, from January 1, 2023, the neighboring country unilaterally withdraws from the agreement. And already on July 1, 2022, the 1997 agreement was suspended in terms of the ability of Russian citizens to enter, leave, transit, stay and move around the territory of Ukraine without a visa. This situation requires our country to take retaliatory measures, but they, according to the Foreign Ministry, should not be mirrored.
The Russian Foreign Ministry believes that the establishment of a visa regime with Ukraine will not affect the Kyiv authorities in any way, but will hit refugees fleeing to our country for humanitarian purposes or fleeing persecution by the authorities of the Square. In addition, the introduction of visas will have a negative impact on maintaining family ties living on opposite sides of the border. Therefore, the document prepared by the ministry provides for the possibility for Ukrainians to cross the border between our countries without a view.
