A bill to zero out VAT for cruise transportation will be submitted to the State Duma

Deputy Chairman of the State Duma Committee on Tourism Sergei Krivonosov said that a bill would be submitted to the lower house of parliament in February that would eliminate VAT for cruise shipping in the Black Sea. He talked about this “Izvestia”.
“Several years ago, a presidential instruction was given to organize such a cruise service. Until now, it has not appeared in its full form, since now it is not profitable for business to participate in it,” said Sergei Krivonostsev.
He added that during the development of the document, deputies consulted with Rosmorport and business representatives. Rosmorport told Izvestia that zeroing out VAT will optimize the economics of cruise flights without increasing their cost. This, as the department clarified, will attract new Russian operators and will help avoid shortfalls in budget revenues.
A zero VAT rate will be available only for services as part of a tourism product. One of the transportation ports must be located on the Black Sea coast. The explanatory note states that the bill is aimed at developing domestic sea tourism, as well as increasing transport accessibility of Crimean cities.
In January 2024, the Ministry of Economy proposed to exempt tour operators from paying VAT for four years. In July 2022, VAT was reset to zero for hotel services, previously for rail and air transportation.
