A group of State Duma deputies introduced a bill to tighten penalties for violating safety rules when handling dangerous viruses and toxins. The document provides for up to 12 years in prison for transporting pathogenic biological organisms to Russia.
One of its authors Vasily Piskarev (United Russia) announced the introduction of the bill to the State Duma in Telegram. Read more about the document told the day before, April 3.
Amendments are being made to the Criminal Code. Pathogenic biological organisms mean viruses, microorganisms, toxins, and bioagents obtained as a result of genetic manipulation and biosynthesis. In addition to imprisonment for up to 12 years for smuggling (Article 226.1 of the Criminal Code of the Russian Federation), stricter punishment is provided for violations of safety rules when handling pathogenic biological organisms – up to 8 years in prison. There will also be an alternative form of punishment – forced labor for up to five years (Article 248 of the Criminal Code of the Russian Federation).
Mr. Piskarev explained the need for amendments by saying that the United States is “conducting the development of biological weapons and dangerous tests on people near our borders.” According to him, “attempts to use it by the Kyiv regime against the civilian population in Donbass” have been recorded.
