Introduced to the State Duma bill, which secures the right to consume products in the store until they are paid for. Changes are proposed to be made to the law “On the Protection of Consumer Rights”.
The explanatory note states that the current legislation contains neither a ban nor permission to consume goods before purchasing them. Such gaps need to be eliminated, since the interaction between consumer and seller “always has the nature of a potential conflict,” deputies believe.
The buyer agrees to the condition of paying for the goods at the checkout the moment he picks them up from the counter, the note says. This means that a person has the right to “do any action” with it. At the same time, the consumer’s obligation to pay for the goods is not removed, the initiators of the bill clarified. It is proposed to secure such a right for products in individual packaging.
The authors of the bill, in particular, were the head of the State Duma Committee on Labor, Social Policy and Veterans Affairs Yaroslav Nilov, the deputy head of the LDPR faction Alexey Didenko, the chairman of the Duma Committee on Physical Culture and Sports Dmitry Svishchev, the first deputy chairman of the Committee on Science and Higher Education Vladimir Sipyagin.
