According to Kommersant, the government is completing the system of support for innovative and technology companies – in many ways, the interest conditioned growing demand for import substitution and proprietary technologies. To this end, the Ministry of Economy has created a unified register of innovative companies – it has about 11 thousand organizations. The White House proposes to consider them “technological” by default, while other companies are assigned to this category if they meet two groups of criteria: cut-off (size and type of activity, assessment of scientific and technical potential) and expert – according to assessments of the potential of innovations and their commercialization by development institutions . Experts, however, are concerned about the lack of an answer to the question about the purpose of this activity and the fear of “government support for innovation for the sake of innovation.”
For state support of innovative and technological entrepreneurship in the Russian Federation, the Ministry of Economy has created a unified register of recipients of state support for such activities. It contains data on the design, financial, and patent activity of about 11 thousand companies in the context of innovative projects, products, their industries and technologies. According to the Deputy Minister of Economy Maxim Kolesnikov, this is how the general picture of the sphere of technological entrepreneurship in the Russian Federation is formed.
The creation of such a register was required by summer amendments to the law on science and state science and technology policy (signed by the president on June 28). Justifying them, the Ministry of Economy explained that the use of OKVED data or statistical reporting forms does not allow establishing the involvement of entrepreneurs in innovative projects. Note that also before November 1, the government must fulfill the president’s order and also define “technological companies” that use innovative technologies in their activities – also to select recipients of state support (see Kommersant on September 6). According to Kommersant, this decision is also practically ready.
As Kommersant was told in the secretariat of First Deputy Prime Minister Andrei Belousov, companies from the “innovative” register will receive the status of technological machines. Other organizations, in order to be classified as “technological”, will have to meet two groups of requirements. The first group of criteria is planned to include restrictions on the size and type of activity of the company (for example, it cannot be a trade or restaurant business), an assessment of its scientific and technical potential (availability of R&D and registered results of intellectual activity). The second group involves the assessment by development institutions of the potential of innovations of a particular company and their commercialization. “Companies that have proven their worth as technology developers — that have passed the examination of development institutions and received state support — will automatically receive the status of a technology company. Data about them is already included in the register of end recipients of state support for innovation activities,” the White House noted.
“Supplementing “hard” data with expertise is the right step, because the vast majority of technology companies are non-public,” notes Evgeny Kutsenko, director of the Russian Cluster Observatory Center at ISSEK. The expert considers the automatic inclusion of companies from the “innovative” registry debatable: among them there are many early-stage startups and their status and prospects in the current conditions are unknown. “The register of tech companies could be the second stage for them, confirming their maturity,” the expert says, noting that the main thing is goal setting: why the state singles out a cohort of tech companies and how it will support them. “If the answer is unconvincing, then there will be few people willing to prepare documents and undergo an examination,” he says. However, earlier the authors of the report “On the Long-Term Scientific and Technological Development of Russia” by the INP RAS warned the authorities against stimulating “innovations for the sake of innovations”, in their opinion, this could discredit the very idea of state support for the sector.
