Technical inspection in the regions will rise in price from 2023 – this is provided for by the published order of the Federal Antimonopoly Service (FAS). The order of the Federal Antimonopoly Service, containing the methodology for calculating the marginal tariffs for maintenance, was published on Friday at pravo.gov.ru and takes effect ten days later. The prices for inspection points, which the regions will have to calculate, will come into effect from 2023.
Today, tariffs are regulated by the 2012 methodology. Maintenance operators have long complained that it does not allow for pricing that pays for diagnostic equipment and running costs. In some subjects, the tariff for checking a passenger car is 400-500 rubles. In 2015, the FAS received the authority to develop a new methodology. Its first edition was presented in February, the second – in March, the third, final, now.
The new tariff formation scheme contains several scenarios.
According to the baseline, the region annually, starting from July 1, requests data from the business on expenses, payroll, etc., and then, using the established formula, determines the ceiling price, which is valid from January 1 of the next year. If less than 50% of the operators provided data, the tariff is indexed by the regional authorities to the level of inflation accumulated since the date of the last approved tariff. At the same time, prices cannot be lower than 913 rubles. for cars, 321 rubles for motorcycles, 1.56–1.88 thousand rubles for buses, 0.9–1.96 thousand rubles for trucks.
For example, the tariff effective from January 1, 2022 in the Altai Territory for a passenger car is 552 rubles. If the region does not receive the calculations of maintenance operators by the end of the year, taking into account 12.4 percent inflation (the latest forecast of the Ministry of Economy for the year), the marginal cost of an instrumental check from January 1, 2023 will be 620 rubles, but in reality it will be 913 rubles – this is the minimum specified in the methodology. In the Murmansk region, the price is 947 rubles. valid from April and can be increased to 1064 rubles. respectively. But in Moscow, the current tariff has never been re-approved since 2012 and is 720 rubles. Taking into account the total inflation (for ten years more than 100%), the marginal price of maintenance will be about 1.4 thousand rubles, but only in the absence of more accurate data from the business.
Approaches to determining the maximum amount of fees for passing maintenance have been adjusted to “ensure the expediency of the operation of technical inspection points and maintain the availability of this service for drivers,” the FAS said. The ministry drew attention to the fact that tariffs will be indexed to cumulative inflation only in 2023–2024, and then, starting from 2025, only on an annual basis.
The head of the non-profit partnership of diagnostic stations “Security and Transport” Yaroslav Vasichkov considers the final text of the order a “compromise decision” between the FAS and the operators: “This is the decision we were waiting for.”
He recalled that the government is currently working on a draft law on the transfer of authority for accreditation of TO operators from the Russian Union of Motor Insurers to Rosakkreditatsiya (“Kommersant” talked about him): after its entry into force, Mr. Vasichkov believes, maintenance prices can be made market-based, freeing them from state regulation.
The head of the technical inspection point in the Krasnoyarsk Territory (operated by Mars LLC) Ivan Kekin draws attention to the fact that it took the Federal Antimonopoly Service seven years to prepare a new methodology, which, in his opinion, differs little from the old one, and operators were forced to adapt to low tariffs . Due to the fact that the price level again depends on the decision of the authorities of the subject, it will not be easier for business, Mr. Kekin is sure. According to the expert, the average cost of passing the MOT for a passenger car for a client should be 2.6–2.8 thousand rubles, while the MOT itself should be mandatory for everyone, as before.
From December 2021, let us remind you that MOT for owners of cars and motorcycles of individuals has become voluntary (except when a car older than four years old changes its owner and re-registers with the traffic police, as well as when changing the design of the car). “Neither the methodology nor the decisions of the regionals will significantly change the situation,” Ivan Kekin sums up.
