The latest attempts by the government to introduce restrictions and bans on the purchase of imports for state-owned companies did not find support in the State Legal Department (GPU) of the president. The proposals of the Ministry of Finance to do this with reference to their social functions were recognized as untenable – it is difficult to reduce the activities of the state JSC to non-commercial. As a result, the GPU states that the proposed amendments contradict the WTO rules. Although the possibilities of this institution are now limited, and Russian protectionism has strengthened on the basis of sanctions and the need for import substitution, the GPU does not advise abandoning international obligations. This may indicate the commitment of the Russian Federation to the status of a participant in international relations, albeit in the concept of dividing partners into friendly and unfriendly.
