Oil and gas revenues of the federal budget in August fell to the lowest level since June last year and amounted to 672 billion rubles, follows from the statistics of the Ministry of Finance released yesterday. This is 3.4% lower than in August 2021, when they amounted to 696 billion rubles. At the same time, Russian oil last month, even taking into account the discount to Brent (about $23), was more expensive than in August last year – $74.7 against $68 per barrel.
However, according to the results of all eight months of the year, high prices for gas and oil, even with a reduction in supply volumes (the International Energy Agency previously calculated that oil exports to the USA, Great Britain, EU countries, South Korea, have decreased by 2.2 million since the start of the military operation). barrels per day (b/d), but two-thirds of this volume was redirected to other countries) brought to the budget almost one and a half times more oil and gas revenues than a year earlier. Their total amount for January-August 2022 is 7.818 trillion rubles, according to the results of eight months of 2021, it was 5.466 trillion (an increase of 43%).
In August, as before, the bulk of oil and gas revenues to the budget came from the mineral extraction tax – 745 billion rubles. Of these, 681 billion came from tax revenues from oil production, 34 billion from gas, and 30 billion rubles from gas condensate. The tax on additional income (ATD) paid by oil companies brought another 43 billion rubles to the budget. The amount of export duties in August is 158 billion rubles. (54 billion rubles were received from the export of oil, 23 billion rubles from oil products, and 81 billion rubles from gas). Let us clarify that the total amount of oil and gas revenues is less than three of their components (MET, AIT, duty) due to the reimbursement of part of the excise tax to oil workers, in August the amount of this “deduction” amounted to 273 billion rubles.
According to the results of August, out of 672 billion rubles. of oil and gas revenues, the Ministry of Finance attributed 302 billion to the base. Additional revenues amounted to 370 billion – we are talking about budget revenues from exceeding the actual oil price of its base level, which for 2022 is set at $44.2 per barrel. Let us remind you that there is no practical sense in this division – until March of this year, the Ministry of Finance bought foreign currency and gold for reserves with the amount of additional income, now the “budget rule” does not apply, and all these receipts can be used for current expenses.
