Having completed the first stage of the state property management reform, which ensured the reduction of state-owned assets and the transfer of part of the auctions on them to electronic form, the Ministry of Finance determined approaches to further transformations in this area. The department is ready for the mass sale of state property, but this must be preceded by accounting and evaluation of the target functions of assets – the need to keep objects in state property will have to be proved by departments. Large-scale privatization is allowed in the Ministry of Finance, but only in theory, in practice it is still impossible due to the shortage of large Russian buyers, formed after the departure of foreign investors from the Russian Federation.
