The decision to connect an apartment building to the Internet from a particular provider should be made by homeowners. This proposal was made by the chairman of the commission on housing and communal services of the Civic Chamber Kirill Zhiltsov during parliamentary hearings on the topic “On ensuring the rights of citizens to access communication services and the Internet in apartment buildings” on February 6. The mechanism for providing telecom operators with access to the infrastructure of apartment buildings has been discussed since 2015, but the issue has not been resolved at the legislative level. Following the results of the parliamentary hearings, the deputies will continue to work on two bills, one of which is from the chairman of the State Duma Committee on Information Policy, Information Technologies and Communications Alexander Khinshtein, and the second is from the chairman of the State Duma Committee on Housing Policy and Housing and Communal Services Galina Khovanskaya.
