The most popular state support measures among small and medium-sized businesses in 2022 were soft loans, guarantees, preferential leasing, and factoring. According to research by company analysts for business platforma and the Sravni.ru financial marketplace, 77% of Russian SME managers took advantage of the measures. However, entrepreneurs also applied internal restrictions in order to save money.

“External circumstances have become catalysts for the transformation of Russian small business. These figures indicate the readiness of enterprises to adapt to new market realities. Such a trend is usually accompanied by an update of the pool of partners and contractors, and their choice is of particular importance, since in difficult times the price of a mistake is especially high,” said Boris Vasiliev, Head of Financial Services Development at Platforma.

The most popular state support measures among businessmen are loans at preferential rates (21%), credit holidays (16%), guarantees (15%), preferential leasing (11%) and factoring (11%).

The most demanded amounts for lending are 1 million rubles (27%), 5 million rubles (21%), 3 million rubles (20%). The requested amounts increased this year, in 2021 they were as follows – 1 million rubles (30%), 500 thousand rubles (20%) and 3 million rubles (19%).

Lending for business was most often used by entrepreneurs from Moscow, St. Petersburg, Samara, Kazan, Yekaterinburg, Krasnodar, Nizhny Novgorod, Ufa, Novosibirsk, Vladivostok.

Among the internal processes to save SMEs are:

  • reduction in premiums (26%);
  • downsizing (24%);
  • issuance of paid and unpaid leave (14%);
  • used outsourcing (19%);
  • reduction in the scope of work (34%).

Only 5% of respondents did not introduce restrictive measures in business.

Due to internal restrictions, the companies’ revenues fell:

  • reduction by 10-20% – almost half of the respondents;
  • by 30% – almost a third;
  • by 30-50% – in 13% of respondents;
  • more than 50% – in 9%.

Against the backdrop of a special military operation, SMEs faced restrictions: most foreign suppliers left, payment schemes became more complicated, and the number of customers decreased.
