The situation with the payment of presidential 10,000 rubles by September 1 to schoolchildren in the Donetsk and Luhansk independent republics, as well as Zaporozhye, Kharkiv and Kherson regions of Ukraine, continues to unwind.

Recall that the problem was related to whether students who are now on distance learning due to shelling, as well as children temporarily evacuated to Russian regions, will receive this money.

The President’s instructions clearly state: everyone who “begins training” no later than September 15 is entitled to this payment. The form of education can be any. Though remote, though correspondence or family. There are no exceptions. However, on the eve of the Day of Knowledge, local officials at a briefing said that we are talking only about those who directly come to the school offline.

Naturally, parents were agitated by this discrepancy. Moreover, they demanded to apply for payment on paper, which, based on the circumstances, is also not possible for everyone today.

The decree of the head of the DPR Denis Pushilin, issued on the evening of August 31, alas, did not remove the alarm. And, on the contrary, made me even more worried.

It explicitly explained that a lump-sum payment for a child was due only if he studies “in general educational institutions on the territory of the DPR” and on September 1, 2022 he turned 6 years old.

Recall that since the end of February, about 500,000 minors have been taken from Donbass to the Russian Federation alone. Most of them are schoolchildren. But what about them? In the end, they left their small homeland against their will and at the same time remain residents of the DPR.

So far, there are no clear explanations on this matter. Applications will be accepted from Monday 5 September.

So far, they are also served by parents who temporarily live with their children in other regions.

“We were told that to send our data by e-mail, the school itself will make lists, then they will figure out what and how,” says the mother of a fifth-grader who currently lives in Crimea with his grandmother and went to school there.

As they say, since Friday there were huge queues at the branches of the DPR bank, because in the parent’s application for payment it is required to indicate the number of a special settlement account where this money will be transferred.

Someone at the school was told that it would be possible to receive cash only if there was a refusal from the bank to open an account. And so – only on the card. You also need to provide the original birth certificate in the set of documents, but those children who are now in Russia usually have it with them. You can’t go abroad without it. Whether it is possible to replace the original with a notarized copy has not yet been explained either.

The only thing that is known for sure today is that according to conversations, children who are being treated in Russia have extended the deadline for submitting documents for payment until December. That is, a good reason for the absence of a student in the schools of the DPR, it turns out, is only illness or injury?
