Zarenin, deputy head of the Ministry of Digital Development, will act as arrested Parshin – Kommersant

Deputy Minister of Digital Development of Russia Andrey Zarenin will partially act as Deputy Head of Department Maxim Parshin, sources said Vedomosti. Among other things, he will be responsible for interaction with large IT associations: APKIT, Russoft, ARPP Domestic Soft and others. Maxim Parshin has been under house arrest since July 13.

The source of Vedomosti explained that the need to urgently find a replacement for the post of Deputy Minister is primarily due to the fact that the execution of the instructions given to him and the signing of minutes of meetings of the Expert Council on Software at the Ministry of Digital Development, which is responsible for the register of Russian software (software), have slowed down. The ministry declined to comment.

Mr. Zarenin coordinates the activities of the department for stimulating demand for radio-electronic products at the Ministry of Digital Development. He will take over the interaction of the ministry with IT associations, and will also oversee the work of the department for the development of the information technology industry. In the Software Expert Council, Andrey Zarenin previously oversaw a block of work on the inclusion of hardware and software systems in the Russian software registry, Maxim Parshin – the software part.

On July 13, Maxim Parshin was placed under house arrest for two months on suspicion of taking a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation). State Duma deputy Alexander Khinshtein reported that the deputy minister was detained in one of the restaurants while receiving a bribe of 3.5 million rubles. Illegal remuneration, according to the deputy, was intended for assistance in allocating grants.
