According to the Federal Bailiff Service (FSSP), about 8 million Russians are unable to leave the country due to debts that are not being paid. This indicator almost doubled the value of the previous year and became a record for the last 15 years. What does the average non-payer look like and what obligations prevent citizens from going abroad – in the Kommersant infographic.

In February 2008, the law “On Enforcement Proceedings” came into force in Russia. He allowed not to let out of the country citizens who do not pay at all or are in arrears on alimony and any other debts. Bailiffs limit departure if the debt for alimony and compensation for harm is at least 10 thousand rubles, for other payments – from 30 thousand rubles. Most often, non-payers of loans, alimony, fines, and housing and communal services are restricted to travel abroad.

According to the National Association of Professional Collection Agencies, the most common defaulters on debts are family people aged 30-35 with incomes of about 30-60 thousand rubles. Collectors believe that the borrower’s profession also affects the regularity of payments. About a third of all undisciplined payers work as drivers, security guards, nurses, waiters, locksmiths, installers, loaders, welders, storekeepers. Least of all delays are allowed by doctors and teachers.

Every tenth travel ban concerns non-payers of alimony (11% of restrictions for 11 months of 2022 and 14% for the full year of 2021). According to bailiffs, the number of Russians with child support debts is declining, but the amount of their debts is getting higher. From 2014 to 2021, the average alimony debt increased by 58% – from 96 thousand to 152 thousand rubles. Together with the amounts of debts for “alimony workers” the risks of being banned from traveling abroad are also growing.

According to Rosstat, in the first quarter of 2022, the debts of Russians for housing and communal services amounted to 804.5 billion rubles – by 56.6 billion rubles. more than a year earlier. Growth by 7.6% for the year also became an anti-record.

At the same time, bailiffs worked with debts for much smaller amounts – 12% of the total debt. The average debt was 21.5 thousand rubles. Lists of defaulters can be found at website FSSP or on the public services portal.

According to the calculations of the Central Bank of Russia, by July 2022, households borrowed 26.86 trillion rubles from banks within the country. But not all loans are paid regularly. From January to July 2022, the bailiffs worked to recover 2.5 trillion rubles, or 9% of the total debt, from individuals at the expense of credit institutions.

According to the company “Scoring Bureau”, the Russians began to pay worse on credit cards, car loans and loans for goods taken directly in stores (POS lending). Specialists of the National Bureau of Credit Histories calculated that from January to August 2022, delinquencies on consumer loans and credit cards grew most actively – by 1.3 and 1.2 percentage points, respectively (up to 14.5% and 9.3%) .

Unpaid fines and compensation for damages can also interfere with a trip abroad. In November 2022, the average damage not compensated by violators of the law was 1.9 million rubles.

A separate article is the punishment of the traffic police. In 2021, the inspection issued drivers and car owners fines for 128.3 billion rubles. At the end of the year, they paid only 56.6% (a year earlier, even less – 51%). In the FSSP, over 10 million enforcement proceedings were initiated against debtor drivers. At the same time, late payments from the traffic police rarely affect the ability to leave Russia. At the end of 2021, bailiffs reported that enforcement proceedings are most often initiated with fines of 500 rubles.
