Rarely has a budgetary marathon seemed so tense even before the starting line. These “Bercy dialogues” should illustrate the “new method” of the executive, now struggling with a Parliament in which the presidential party no longer has an absolute majority. In July, the government thus struggled to pass its texts – relatively consensual since it was a question of fighting against inflation – on purchasing power. In this context, the 2023 budget is a test: how to roll out the Head of State’s program as closely as possible, without seeming to force it?
Mr. Attal’s initiative echoes the words of the Head of State and his Prime Minister Elisabeth Borne since the summer, who praise the merits of the ” compromise “ and “consensus”. Concretely, between now and mid-September and the transmission of the PLF to the High Council of Public Finances, the idea is to receive the deputies of the finance committee of the National Assembly, and that of the Senate, in order to present the main points of the text in advance and hear their proposals.
In the spirit of the government, each chamber should be received separately, with one or two representatives per group. It is a question of inviting all the parties present in the hemicycles, and not only those considered by the government to be part of the “republican arc” – allies of the majority, Socialist Party and Les Républicains (LR). The representatives of La France insoumise (LFI) and the National Rally (RN) are therefore also concerned. A way to decentralize the focus of the LR party, which, aware of its pivotal role – it is thanks to him that the summer’s amending budget could be voted on – tends to raise the stakes.
Ends of inadmissibility
Above all, by addressing the finance commissioners directly, the government’s first interlocutors on the budget and most often specialists in these subjects, Bercy hopes to dispassionate the debate and, ideally, depoliticize it.
