The Ministry of Finance proposed to combine the systems of compulsory (CHI) and voluntary (VHI) insurance. It is reported Vedomosti with reference to the department’s presentation. Representatives of the ministry and the All-Russian Union of Insurers (VSS) confirmed that this idea is being considered.
As explained in the ARIA, the authorities consider it logical “to supplement the mandatory system with a voluntary one.” The Ministry of Finance plans that insurers will administer the common system, but only those that use the most client-oriented approach and ensure control over the quality of medical services, the representative of the union said.
According to the interlocutor of Vedomosti in the insurance market, it is assumed that a citizen will be able to pay for paid services in clinics using a VHI policy. No other details about how the combined system would function were provided. The Ministry of Health reported that it has not yet received relevant proposals.
In the fall, insurance companies complained about the increase in VHI loss-making. Compared to 2021, the average check and the frequency of visits by Russians to paid clinics increased by 10-15%. Against this background, the losses of insurers who sold policies in early 2022 are proportionally growing.
