Vedomosti: Russia will cancel roaming with Kazakhstan, Armenia and Kyrgyzstan by 2025

Russia is going to cancel international cellular roaming with Kazakhstan, Kyrgyzstan and Armenia, members of the Eurasian Economic Union (EAEU). These plans are stated in the appendix to the request of the Eurasian Economic Commission (EEC), which was sent to mobile operators and the Russian Ministry of Economy on March 16. The newspaper reported Vedomosti with a link to the document.
According to Vedomosti, the EEC asked operators to send it by April 14 data on the number of subscribers, the volume and cost of cellular services provided to citizens of the EAEU countries from January 2020 to December 2022. The commission also requested information on the income of the operators.
A roadmap for the abolition of roaming in the EAEU was attached to the document. According to the commission’s plans, operators must take measures to curb cases of fraud on their networks. After the telecom companies should develop rules for the use of “fair tariffs for communication services” in the EAEU, this work must be completed by the end of 2024. Cellular operators must introduce new tariffs for communications in the EAEU by the first quarter of 2025.
In 2021, Russia canceled roaming with Belarus. In a conversation with Vedomosti, experts noted that the cancellation was nominal, as operators began to introduce limits on the number of minutes used per day.
In October, Kommersant wrote that Russian operators have reduced prices for roaming services in countries that have become popular for the relocation of Russians after the start of partial mobilization in September 2022. New roaming conditions became available in Turkey, Kazakhstan, Armenia and other countries.
