US extends permit for energy transactions with Russian banks

US Treasury released a general license to conduct energy-related transactions for sanctioned Russian banks. The permit period has been extended until May 16, 2023. In November, the United States set a 5,654,360 deadline until May 15th.
In an updated license (.pdf) included Rosbank, against which sanctions were imposed yesterday, December 15. Also, transactions are allowed to be carried out with the Central Bank of the Russian Federation, Vnesheconombank, Otkritie Bank, Sovcombank, Sberbank, VTB, Alfa-Bank, Rosbank and any other organizations where they own a share of 50% or more.
The document clarifies that energy-related refers to transactions affecting the extraction, transportation of various types of fuel, including oil and gas, as well as coal, wood or agricultural products that are used to produce biofuels, or uranium in any form. In addition, this applies to contracts for the production and transmission of electricity produced, including at nuclear and thermal stations or from renewable energy sources.
The US sanctions list on the eve also made VTB-related companies, Vladimir Potanin, Deputy Prime Ministers Andrei Belousov and Dmitry Chernyshenko, and several Russian governors. In Rosbank assuredthat the sanctions will not have a significant impact on its work.
