Deputies of the United Russia faction, together with the Ministry of Industry and Trade, developed a bill obliging retail chains to create shelves with non-food products from Russian manufacturers in stores. The number of presented articles of goods of Russian origin will be determined by the government. The norms will not affect retail chains with revenues of more than 2 billion rubles. for the last calendar year. It is reported “News” with reference to the relevant document.

“The bill was developed in order to increase the competitiveness of Russian consumer goods and accelerate the technological development of the country. To do this, the concept of “goods of Russian origin” is introduced, and their mandatory share is established for various items, determined by the Ministry of Industry and Trade,” the explanatory note says.

It follows from the document that at the initial stage, the mechanism is proposed to be used only in relation to non-food products “to stimulate the production of products with high added value.” The bill will affect household chemicals, cosmetics, clothing. In the future, the rules may extend to food. It is proposed to entrust control over the fulfillment of these requirements to Rospotrebnadzor.

One of the authors of the bill, State Duma deputy from United Russia, Tatyana Butskaya, explained to the publication that the mechanism should contribute to additional support for domestic manufacturers. She pointed out that the new norms do not specifically prescribe any single share of Russian products that must be presented. “This is due to the different level of the number of manufacturers in each particular segment. Somewhere this figure is close to 100%, somewhere it is only one. Therefore, this bill will entrust the Ministry of Industry and Trade with the task of monitoring the market,” she specified.
