Born in 1969. In 1993 he graduated from the Moscow State Institute of International Relations with a degree in International Economic Relations, after which he held various positions in the treasuries of commercial banks, including Russian Credit, Oneximbank and Rosbank. In 2000–2008, he served as executive and general director of Eurasia Consulting Group, and then until 2013 he worked as executive director of ESN Corporation and was a member of the management bodies of ESN energy sales companies and TGC-14 energy company. In February 2014, he was elected Deputy Chairman of the NP Market Council, supervised the functioning and development of retail electricity markets. In September 2018, he moved to SIBUR as Director for Energy and Resource Supply. In the summer of 2022, he was elected Chairman of the Supervisory Board of the Community of Energy Consumers association, replacing Oleksandr Starchenko. In December 2022, the government ordered Vladimir Tupikin to be included in the House of Representatives of the Supervisory Board of the Market Council.
