Business Ombudsman Boris Titov offered introduce a state cashback in the country when buying Russian electronics with domestic operating systems and light industry products.
This proposal is contained in the report “Key Business Challenges Under Sanctions and Structural Transformation in 2023”, which is part of Boris Titov’s annual report to the President.
“In order to stimulate demand, it is proposed to expand the list of existing government programs…in particular, introduce cashback for domestic electronics with Russian operating systems (computers, mobile phones and other household devices), certificates/cashback for part of the cost of Russian light industry products,” said head of the expert center under the business ombudsman Anton Sviridenko.
The report also proposes the introduction of certificates for low-income Russians to buy locally produced food, certificates for vocational training programs and accelerated depreciation (up to 150% of the cost) of Russian-made equipment.
According to Sidorenko, now measures to support industry in the regions from the federal budget are distributed with a limit on the number of recipients of subsidies to five industrial sites. The report proposes to make the number of such sites dependent on “the actual number of projects announced by investors for implementation.”
