A Kommersant source close to another member of the consortium confirmed that the partners can only develop part of the territory so far, which is currently being discussed with the Moscow City Hall. Capital Group and Asterus declined to comment. In the Moscow City Hall, PIK Group, LSR Group and MR Group did not respond to requests from Kommersant.

In 2021, it became known that Rostec had agreed with the city authorities on the transfer of sites on the Leningradskoye Shosse to the mayor’s office, including for the construction of housing under the renovation program. Having received many offers to purchase, the Rostec structure raised the price to 40 billion rubles. But in December 2021, according to “Interfax”the auction was canceled due to lack of bids.

Later, from the messages of the Federal Antimonopoly Service, it turned out that applications for approval of the purchase of this asset were still submitted to the department by LSR, MR Group, Capital Group, Pioneer Group of Companies, Sminex, Ingrad, Stranoy Development, Level Group.

In the north of Moscow, the former territory of the MiG and Sukhoi Design Bureau has no analogues in terms of volume and development potential, so it is not surprising that the site is of great interest to large developers, partner Ricci | M&A Petr Vinogradov.

If developers develop the project in its entirety, then investments in construction will amount to 350 billion rubles, and the proceeds from the sale will be 600–700 billion rubles, Vladimir Sergunin, a partner at Nikoliers, calculated. Andrey Novikov, Financial and Investment Director of Smart Development Group of Companies, believes that the main goal of developing the territory with the help of several participants is to reduce the project implementation time. The project will be divided between the players not according to the functional principle (design, fundraising, construction, etc.), but according to the territorial principle – each company will be responsible for a certain territory, the expert believes. This, according to Mr. Novikov, does not cancel the possible joint work of the participants, taking into account specialization and expertise in individual objects.

Petr Vinogradov believes that in addition to the original participants, other players can be attracted to such a large project.
