There is not enough limit for the self-employed – Kommersant FM

In Russia, they are thinking about revising the earnings limit for the self-employed. Now it is 2.4 million rubles. If a citizen’s annual income does not exceed this amount, he is allowed to pay taxes at reduced rates – 4-6%. The ceiling was installed in 2019. Since then, wages in Russia have increased significantly, as noted by the Russian Union of Industrialists and Entrepreneurs. Therefore, the RSPP believes that it is necessary to double the bar. The RSPP made simple calculations: since 2019, the average income of Russians has increased by 60-70%, inflation was 40%. But the limits for the self-employed were not revised. Although citizens who work for themselves, according to statistics from Support of Russia, also began to receive more. More precisely, four times more, if we compare last year’s figures with 2020.

However, in order to enjoy all the benefits of the special tax regime, self-employed people still cannot go beyond almost 2.5 million rubles. income per year. Not everyone fits within the framework established by law, says Oleg Amosov, chairman of the public movement Forum Taxi:

“Our cars have risen in price by 2.5-3 times. Hence, accordingly, the cost of a taxi trip will continue to rise steadily. On Maybach in Moscow, the profitability is, of course, higher. And there are two months left until the end of the year, and many have already reached their limit. Because of this, drivers are reconnecting through companies.”

In a word, those who have spent the limit, one way or another, may try to hide “extra” income. By the way, this will result in a fine ranging from 20% to 100% of the concealed amount. You can remain in the legal field and give 13% of the earnings received above the ceiling to the treasury. Or open an individual entrepreneur, but then you will have to pay VAT, personal income tax, as well as insurance premiums for yourself and for employees, if any.

In addition to the extensive list of obligations to the budget, individual entrepreneurs have a disproportionately greater document flow compared to the self-employed. All this forces Russians to remain “in the shadows,” notes Dmitry Kirillov, adviser to the Lidings law firm:

“Even if you want to pay taxes, doing everything in the correct form is troublesome. The self-employed person mode has extremely simplified document flow, everything is electronic, everything is on the phone. Even if the master’s hands are dirty with oil, he can always press two buttons in the application and calmly knock out a receipt. If a self-employed person earns decent money, why not encourage him and increase this threshold for him, while simplifying the procedure for registering income?”

The RSPP argues that raising the limit would help improve tax collection. The LDPR had a similar argument, which tried to get the rules reviewed in parliament back in the summer. Then the government intervened in the discussion, arguing that the idea would not benefit the budget. Deputies are of the same opinion, Artem Kiryanov, deputy chairman of the State Duma Committee on Economic Policy, told Kommersant FM:

“The self-employed tax is tied to a base figure that is lower than the income tax in the country as a whole – 4%, not 13%. Therefore, if we increase this basic figure for the self-employed, the question arises: how much will the federal budget lose? I don’t think it’s necessary to make such a decision now, given the significant amount of budget expenditures that we have already approved and will continue to approve.”

By the way, in the summer the government calculated the number of self-employed people whose income exceeds 2.5 million rubles. According to the Cabinet of Ministers, they make up less than 1% of the total number of Russians who work for themselves.
