The government does not plan to renew the tourist cashback program in 2024, since all investment opportunities will be aimed at developing domestic tourism infrastructure. This was announced by Deputy Prime Minister Dmitry Chernyshenko.
“There are no such plans yet; it was rather a measure, partly of social support and partly of business support in a situation where demand had shrunk very sharply and needed to be supported. Any of these measures has its downside: it accelerates inflation and increases the cost of the product. Which is then shifted, in essence, onto the shoulders of consumers,” noted Mr. Chernyshenko (quoted by Interfax).
The Deputy Prime Minister noted that the tourist cashback worked as a one-time measure. He admitted that tourist cashback could be resumed in the near future for some social groups, but not for all Russians. “Perhaps for some groups of users – SVO participants, needy families – it is possible as a social function, but not as an economic one,” he added.
The tourist cashback program operated in Russia in 2020–2022. Within its framework, Russians could purchase tours and hotel accommodations in Russian regions with cashback of up to 20%, but not more than 20 thousand rubles.
In the draft budget for 2023–2025, annual expenses for tourist cashback amount to 5 billion rubles. were not provided. Rostourism then said that the authorities would return to the issue of financing tourist cashback during the implementation of the federal budget in 2023.
