The volume of parallel imports in Russia reached $17 billion

Since May 2022, about 2 million tons of critical goods worth $17 billion have been imported into Russia through parallel imports. Vladimir Bulavin, head of the Federal Customs Service (FCS) of Russia, said this during a speech at the Federation Council.
“To enter the Russian market, the legalization of parallel imports has become important for the economy of products. From May to October, almost 2 million tons of critical goods worth almost $17 billion were imported,” he said (quote according to TASS).
In September, Deputy Prime Minister, head of the Ministry of Industry and Trade Denis Manturov, citing the FCS informedthat goods worth $9.4 billion were imported into Russia. The volume of parallel imports is expected to reach $20 billion by the end of the year, the minister added at the time.
The parallel import procedure involves the importation of goods into the country without the consent of the manufacturer or copyright holder. Products are delivered to customers not through a distributor, but through alternative methods. Russian President Vladimir Putin signed a decree legalizing the import of goods into Russia through parallel imports at the end of June. In September, Manturov announced that this mechanism had been extended to 2023.
In May, the Ministry of Industry and Trade approved a list of goods for parallel imports. In particular, it included products of electronics manufacturers (Apple, SamsungAsus, Intel, Sony, etc.), cars (Jaguar, Porsche, Rolls-Royce, Bentley), rare earth metals, sports equipment and other goods.
In August, the Ministry of Industry and Trade also included perfumery and cosmetic products from the brands Lancome, Redken, Yves Saint Laurent, Valentino, Giorgio Armani, etc. allowed parallel import of alcohol to Russia. The list includes brands such as Jim Beam, Jagermeister, Johnnie Walker, Bell’s, White Horse, Bell’s, Jack Daniel’s and others.
