The Supreme Court confirmed that a Russian legal entity with insignificant foreign participation cannot be the founder of a mass media outlet. This is discussed on website Roskomnadzor.
The Supreme Court decision states that the ban is established by Art. 19.1 of the Law on Mass Media. The ban applies even to those media outlets where the share of foreign participation is less than 20%. The work of such media is suspended until the violations are eliminated.
The Supreme Court heard the case on October 18, 2023. Plaintiff was Sverdlovsk newspaper “Kalininets”. Roskomnadzor revealed that the founder of the publication is a Russian legal entity with foreign participation and sent a statement to the court demanding the suspension of its activities.
