The bill to launch an experiment on the online sale of wine through the Russian Post was withdrawn from consideration by the State Duma, said Artem Sokolov, president of the Association of Internet Trade Companies. According to the database of the lower house of parliament, the consideration was postponed indefinitely.
“As far as I know, this document was removed from consideration. It was supposed to be considered on Tuesday, but it is not on the agenda. I don’t know how long they took it off,” Mr. Sokolov told RIA Novosti on the sidelines of the St. Petersburg International Economic Forum.
According to a RIA Novosti source, the postponement of the consideration of the project may be caused by the dissatisfaction of the marketplaces. They are not satisfied that only Russian Post is allowed to sell wine.
An experiment to sell wine online through Russian Post planned launch November 1st. According to bill, it is planned to allow online trade only for Russian still, sparkling and fortified wine. The list of producers, whose wine will be sold, should be compiled by the Ministry of Agriculture. Wine will be delivered by mail to a specific address or to a selected post office.
The Ministry of Economy, the Ministry of Health, Rospotrebnadzor, the Ministry of Digital Development and the Federal Antimonopoly Service had comments on the initiative. Against running an experiment acted MIA. The department believes that since the purchase via the Internet is non-public, alcohol can be ordered, including by minors.
