The State Duma will consider the transfer of the Criminal Code of the right to conclude contracts for the inspection of gas equipment in apartments

The State Duma at the end of 2022 or the beginning of 2023 will consider in the second reading a bill on the safety of the operation of gas equipment, said Sergey Pakhomov, chairman of the committee on construction and housing and communal services. The document provides for the transfer to management companies of the right to conclude contracts for the maintenance and testing of gas equipment in apartments. The deputies also plan in the future to toughen the punishment for those who do not conclude agreements.

The bill was submitted to the State Duma in 2017 and approved in the first reading in 2018. It introduces the principle of “one house – one service organization”. All residents will be required to enter into service contracts with the gas organization with which the management company cooperates. This will be enshrined in the Housing Code.

“Such a decision is indeed long overdue and needs to be implemented as soon as possible. When it comes to security, you need to act quickly and clearly, including through imperative measures, with specific responsibility,” said Mr. Pakhomov “Izvestia”.

According to the authors of the bill, at the moment, from 10% to 50% of apartments have not concluded contracts for checking gas equipment and have not been checked for years. Requirements for a gas organization, the procedure and conditions for concluding and terminating contracts will be established by a government regulation.

Since the beginning of the heating season in Russia, there have been several gas explosions in apartment buildings.
