The State Duma will adopt amendments to expand LNG exports from northern fields

In October, the State Duma will pass in two readings a bill on amendments allowing the export of liquefied natural gas (LNG) from onshore fields located beyond 67 degrees north latitude. This was announced by the head of the State Duma Committee on Energy Pavel Zavalny.
“The bill was adopted in the first reading, it is a government bill. We plan to adopt it in the 2nd and 3rd readings in October,” the deputy said at the “Oil and Gas of Sakhalin” forum (quoted from TASS).
The bill amends Art. 2 Federal Law “On Gas Export”. It allows the export of liquefied natural gas produced from fields located wholly or partially north of 67 degrees north latitude. We are talking about 36 fields in the Arctic part of the Krasnoyarsk Territory, Nenets and Yamalo-Nenets Autonomous Okrug.
These fields are remote from the unified gas supply system. Monetization of gas from them is economically feasible only through LNG. The bill will allow the monetization of large gas reserves and create conditions for increasing the production and export of LNG. As Prime Minister Mikhail Mishustin said, the bill will allow the annual production of LNG to be increased to 100 million tons in seven years.
In addition, the bill removes LNG bunkering operations from the scope of the gas export law. This will stimulate the use of LNG as bunkering fuel. It is considered a more environmentally friendly alternative for sea and river shipping. The bill was adopted in the first reading in May.
