In 2023, cryptocurrency will appear in Russia as a legal product, said Anatoly Aksakov, head of the State Duma committee on the financial market. He clarified that the cryptocurrency cannot be used as a means of payment within the country, but it can be used, among other things, to pay for parallel import deliveries.
He said that the bill on the use of cryptocurrencies for international payments was expected to be adopted by the end of the year, but so far the initiative is being negotiated. “I can assure everyone that crypto as a legal product will definitely appear in our country next year, there will definitely be legislation, I hope that the deputies will support it, it is necessary that the deputies vote, then the president signs,” Mr. Aksakov said at the RBC forum “Crypto . Cryptocurrencies, mining and digital assets” (TASS quote).
He explained that the cryptocurrency is planned to be used to pay for parallel imports and deliveries of goods to Russia. “In foreign settlements (cryptocurrency.— “b”) may well be used, it is still being used, they simply raise the question that it is necessary to create a legal framework, including in order to pay taxes already within the framework of clear legal regulation, ”the head of the Duma committee clarified.
In September, Prime Minister Mikhail Mishustin instructed the Ministry of Finance, the Central Bank, Rosfinmonitoring, the Federal Tax Service and the FSB to develop a unified position on the laws governing mining, as well as the issuance and circulation of digital currencies, by the end of the year. In mid-November to the State Duma made a bill regulating the procedure for mining digital currencies and their subsequent sale. The adoption of this law will transfer mining to the legal field.
