State Duma deputies are ready to work on the issue of creating a separate code for bloggers in the All-Russian Classifier of Types of Economic Activities (OKVED). This was announced by Deputy Speaker of the State Duma Pyotr Tolstoy (United Russia) during the round table “Topical issues of legislative regulation of mentoring, consulting and other educational services.”
“You and I have a set of measures that we must develop together; perhaps, to create a separate OKVED code, some legislative decisions will be required at the federal level. I can assure you that we are ready for this. I am now speaking not only on my own behalf, but also on behalf of the majority of State Duma deputies. Don’t think that someone in this building is ignoring reality,” said Pyotr Tolstoy (quoted by TASS).
The vice speaker noted that now the audience of many bloggers exceeds the audience of traditional media, but their activities are not regulated by law. “You see, what is qualitatively different is that the media are limited by a certain law, they are obliged to bear responsibility for the information that they disseminate. You bloggers have no such obligations. No one can now impose such obligations on you except yourself,” he added.
Allocation of a separate OKVED for bloggers is being discussed from spring 2023. Now bloggers who register an individual entrepreneur or LLC choose OKVED 59.11 “Production of films, videos and television programs.” In early December, Rosreestr added the Association of Bloggers and Agencies to the list of self-regulatory organizations. The new status will allow the association to take part in the discussion of bills and antitrust proceedings against bloggers, as well as set market standards.
