The State Duma may pass a law on a complete ban on vaping for minors next Tuesday, April 11, its speaker Vyacheslav Volodin said at a plenary session. According to him, the ban will affect all types of vapes.
Mr. Volodin recalled that a partial ban on vapes is now in effect, and it is planned to extend it to all similar devices. “This will apply not only to nicotine-containing vapes, the partial ban of which is already in effect, but also to the entire line of similar devices. Prohibition of advertising, placement on store shelves,” he added (quoted from “Duma TV”).
After the adoption of this norm, the State Duma, according to the speaker, will initiate amendments to the tax legislation on a multiple increase in excise taxes on vapes. “Today, vapes are allowed in Belarus and Kazakhstan, and we are part of the EAEU, it is clear that we need to find a solution that allows us, being in the legal field, to make vapes a commodity that will cost very much,” he said.
In January, Mr. Volodin instructed specialized committees to prepare and submit a proposal to ban vapes in Russia due to their growing popularity among teenagers.
