State Duma accepted in the second and third readings, a law expanding the list of children’s goods that are subject to VAT at a reduced rate of 10% when sold. The list included, in particular, children’s furniture (playpens, high chairs), children’s car seats and bicycles, bathtubs and slides for bathing newborns, feeding bottles, pacifiers, nappies, diapers.
The law must come into force one month after publication, but not earlier than the first day of the next VAT tax period, that is, the next quarter. As a result, the law should come into effect no earlier than January 2024.
According to Prime Minister Mikhail Mishustin, the law will allow enterprises to additionally allocate more than 4 billion rubles for development every year. Chairman of the State Duma Vyacheslav Volodin said that the initiative will help support Russian companies producing goods for the care of newborns, and businesses will be able to use the money saved from paying VAT to increase production, create new jobs and increase wages.
