The State Duma Committee on Construction and Housing and Public Utilities proposed to the Ministry of Construction to increase the maximum amount for family mortgages in million-plus cities from 6 million to 12 million rubles. Thus, the limit will be equated to the conditions established in Moscow, the Moscow region, St. Petersburg and the Leningrad region.
A letter was sent to the Ministry of Construction signed by the head of the committee, Sergei Pakhomov (United Russia). Other members of the committee from United Russia, the Liberal Democratic Party and A Just Russia – For Truth, in a conversation with Izvestia also supported the initiative.
United Russia deputy Sergey Kolunov drew attention to the significant increase in housing prices in million-plus cities over the past year – by an average of more than 15%. Thus, in Samara the cost per square meter increased by 46.8%, in Kazan – by 28.3%, in Voronezh – by 24.7%, in Krasnoyarsk – by 22.7%. The cost of a two- or three-room apartment with an area of 60–70 sq. m in Kazan can reach 12 million rubles, in Nizhny Novgorod – 10-11 million rubles, in Krasnodar – 9.6-10 million rubles.
Families with one or more children can take out a mortgage at 6% under a special program from 2018. It operates only in the primary housing market, with the exception of the Far East, where it also includes the secondary market. In April 2021, the federal government extended the mortgage under this program to the construction of your own home and the acquisition of land for it. The maximum loan amount for Moscow, St. Petersburg, Moscow and Leningrad regions is 12 million rubles, for other regions – 6 million rubles.
On the growth in the issuance of loans under the “Family” program – in the material “Kommersant” “Mortgages lagged behind last year”.
