The State Duma approved the law on the creation of a register of brewers

The State Duma approved in the third reading law on the introduction in the Russian Federation of a register of producers of beer, beer drinks, cider, poiré and mead. The main provisions of the law will come into force on September 1, 2023.

According to the text of the document, Rosalkogolregulirovanie will maintain the corresponding list. All producers of brewing products, cider, poiret and mead will be obliged to register in the list. The listing procedure provides for an unscheduled on-site inspection to determine the availability of process equipment with a check of the capacity calculation.

At the same time, the bill provides for a reduction in the bar (from 300,000 to 100,000 decaliters per year), at which the manufacturer has the right not to equip equipment with meters for measuring the volume of drinks produced in order to further transfer information to the unified state automated information system (EGAIS) for recording volumes production and circulation of ethyl alcohol.

The document also contains a list of information on the basis of which EGAIS takes into account the production volumes of products subject to mandatory labeling. At the same time, from January 15, 2024, it is planned to cancel the declaration of volumes of retail sales of brewing products – the relevant data will be typed according to information from the state product labeling system (they will go there during retail sales).

In the summer of 2022, Russian brewers warnedthat in the case of the introduction of mandatory labeling, the production of beer in the country will be reduced by 20-30% with a proportional reduction in excise duties. November in government promised market participants to consider a proposal to introduce a deduction when paying excises.
