The State Duma approved the export of LNG without reference to fields - Kommersant

The State Duma adopted in the second and third readings law, allowing the export of liquefied natural gas (LNG) without reference to fields. Supplies abroad will be allowed to companies implementing LNG projects with a capacity of over 20 tons per hour, if more than 50% of the share in them belongs to persons with the right to directly or indirectly dispose of more than half of the share in companies entitled to export LNG.

Changes are being made to the law “On Gas Export”. In the second reading, the document was supplemented with amendments that excluded articles of the current law stipulating that licenses to exercise the exclusive right to export gas are issued to Gazprom and its subsidiaries.

Group of deputies contributed draft amendments to the law in July. Gazprom complainedthat uncontrolled export of Russian LNG will increase the risk of shortages in the domestic market, and will also “increase the risk of reliable gas supply to Russian consumers.” The Ministry of Energy stated that it does not see any threats to competition between LNG and pipeline gas.
