The State Duma adopted a law on protecting the rights of neighbors when renting apartments on a daily basis

The State Duma adopted in the final third reading a law that prohibits daily renting of housing if it causes inconvenience to neighbors, it follows from data in the parliament’s electronic database.

According to the law, when renting out housing, the owner undertakes to respect the rights and interests of neighbors. First Deputy Head of the Duma Committee on Construction and Housing and Public Utilities Vladimir Koshelev explained TASSthat now not only the tenants, but also the landlord himself will be responsible for noise and disturbances.

A tenant who wants to rent out housing on a daily basis will also have to comply with the rules for the use of residential premises and the rules for maintaining the common property of the owners of premises in an apartment building. The law also obliges the tenant to rent out housing only if it is equipped with meters.

The law amends Article 30 of the Housing Code of the Russian Federation and was developed in pursuance of the decision of the Constitutional Court, which last spring banned equate daily apartment rentals to the hotel business. The reason for this decision was a complaint from a Pskov resident who was prohibited from renting out his apartment. The Pskov resident’s neighbors went to court because they didn’t like the fact that he was renting out the apartment.
